Chronology of the Application for the Melville Pit by Olympia Sand and Gravel:


  • Olympia Sand and Gravel Ltd. (OS&G) purchase the final elements of their property partial lot 27 and 28 Conc. 2 WHS (CAL)


  • November: OS&G make an application to amend the Town of Caledon Official Plan and Zoning By-laws to allow for the pit operation


  • June: First Pubic Information Meeting held


  • April: OS&G re-submitted their application to the Town of Caledon and also applied to the Ministry of Natural Resource for an Aggregate Licence


  • April: New ownership group for OS&G


  • March: OS&G submit an updated application to the Town of Caledon with reference to recycling component
  • April/May/June: Public comment and review period when a number of Public Information Meetings held
  • July: Citizens Against Melville the Pit (CAMP) was formed to oppose the application
  • August: CAMP sends delegations to Town of Caledon and Town of Orangeville Council meetings outlining the communities valid concerns
  • October: CAMP funds Hydrogeological Report prepared by internationally recognized independent expert and Site Survey
  • December: CAMP retains Rod Northey, Gowlings LLP, one of Canada’s largest law firms as our legal representation
  • December 9: Town of Caledon approves the application to amend its Official Plan and Zoning By-laws for the site


  • January: CAMP launches appeal with respect to the Town of Caledon Council’s December 9 decision to the Ontario Municipal Board OMB
  • June: Ministry of Natural Resources refers the license application to the OMB
  • October: Mary Haslett named interim chair of CAMP
  • November: Ecojustice agrees to legally represent CAMP
  • December: OMB pre-hearing set for 4th December. While our appeal is being considered the application is, in effect, on hold


  • January: CAMP submits our narrowed issues list to OMB relating to Jefferson Salamander and Water
  • February: CAMP due to submit our witness list to OMB
  • March: Pre-hearing held on 6 March
  • July: OMB Hearing heard between 13 – 23 July – Verbal Decision to allow CAMP’s appeal in part
  • November: OMB Written Decision Issued 26 November – decision to allow CAMP’s appeal in part
